- Initiates policy in a sub-area of a policy domain, elaborates administrative policy, or develops forecasts, plans, and research for technical, social, or operational projects
- Independently advises on matters within the strategic (policy) domain at the administrative level
- Aligns advice and policy development with external parties to achieve integrated solutions
- Tasks are primarily tactical in nature
- Tasks include conducting research and developing policy in a sub-area of a policy field, or co-developing the direction of technical, social, or operational projects at a strategic level, requiring coordination and integration with other disciplines and/or policy areas
- Problems involve weighing uncertain factors and require structural solutions for the long term
