National Programme Support Officer

  • Core Functions / Responsibilities:
    1. Supervise and direct the work of LHD Project Assistants.
    2. Coordinate and provide administrative and technical support to the MIDA experts in Somalia.
    3. Coordinate the recruitment and placement of experts of the different MIDA projects.
    4. Coordinate with the ministries of the federal government as well as the federal member states in Somalia the implementation of LHD projects.
    5. Coordinate with partner institutions, UN agencies, and other international partners on the thematic areas of migration and development.
    6. Liaise with IOM Somalia office in Nairobi, IOM sub offices, as well as relevant UN Agencies with mandates related to the Terms of Reference of MIDA experts.
    7. Contribute to briefs on project implementation progress reports as needed, with a goal to highlight success stories in Mogadishu and Federal states in Somalia.
    8. Monitor MIDA participants in the training and capacity-building of institutions and their staff in Somalia, including direct travel to other locations in Somalia.
    9. Prepare monthly narrative and monitoring reports on program activities and outputs achieved in institutions of the federal government and federal states member states.
    10. Provide inputs into the conceptualization of project proposals and implementation of labour migration and human development projects for Somalia.
    11. Develop project work plans and other related LHD project documents in close coordination with the LHD Programme Manager, project development/monitoring and evaluation staff, the Programme Support unit, IOM missions and relevant authorities and public/private institutions.
    12. Carry out security related functions; monitor the security of diaspora professionals in assignment and in conjunction with beneficiary host institutions, provide frequent security reports and communications, and coordinate medical and security emergency evacuation, if necessary, as well as assist in the tracking of participants in cases of emergency and keep close contacts with IOM Safety and Security Unit.
    13. Manage the MIDA participants’ tracking system by keeping their phone numbers, personal physical addresses and other relevant information that will enable IOM to get in contact with the participants as quickly as possible.
    14. Make regular site visits to the institutions to discuss the relevant performance of the MIDA participants and address challenges as necessary.
    15. Organize, lead and facilitate project-related meetings, including the creation of agendas and preparation of capacity building materials.
    16. Document activities and develop feedback report to communicate project findings and activities to international and local partners.
    17. Support IOM’s labour migration/youth employment programmes in Somalia.
    18. Perform other duties as maybe assigned from time to time.

Program Assistant

  • Coordinate Labour and Human Mobility (LHD) programme meetings with partner institutions, UN agencies, and other international partners.
  • Support proper implementation of LHD programme activities at the field level in coordination with the Programme Manager.
  • Facilitate orientation sessions of LHD experts/local Advisors on the programme i.e. insurance, contracts and conditions for payments; travel; security and the overall objective of the LHD programme.
  • Conduct regular site visits to the institutions where the LHD participants are assigned to discuss performance-related matters and identify challenges that IOM may need to address to ensure a conducive work environment.
  • Coordinate with authorities in the institutions to verify that LHD contracts are signed and LHD administrative procedures are followed such as bank forms and vendor forms for the MIDA participants.
  • Provide regular written and oral reports to the LHD Programme Manager on the activities in Mogadishu as well as regional states.
  • Closely monitor all Labour and Human Mobility (LHD) activities on the ground; identify deviations and propose corrective actions.
  • Organize logistics for meetings with government authorities, MIDA participants and other partners including preparation of the agenda, venue and taking minutes of meetings.
  • Follow up on participants for reporting requirements and compile the programme tracking system to ensure that report submission is on track, and that all participants meet their contractual obligations.
  • Close monitoring and tracking of participants in cases of emergency.
  • Verify if all IOM Diaspora experts meet IOM procedures and submit collecting R&R and travel tickets for LHD participants on the ground.
  • Perform any other duties as may be assigned.
